【Abstract】 The shift toward integrated reform is an era-based choice for the country to promote reforms in the education, science and technology, and talent systems and mechanisms. For a long time, influenced by departmentalism, entrenched interests, and closed-mindedness, the education, technology, and talent systems have faced issues such as power fragmentation and dispersion, institutional detachment and self-rotation,and separation and absence of key players, leading to trends of power decentralization, institutional atomization, and stakeholder dispersion. Therefore, based on the theory of holistic governance, from the perspectives of power integration in a holistic government, institutional integration in a seamless government,and stakeholder integration in a collaborative government, we aim to reshape the unified pattern of power in education, science and technology, and talent through authoritative integration, construct an institutional collaborative network for education, science and technology, and talent through service connectivity, and build a community of co-construction and sharing in education, science and technology, and talent through pluralistic aggregation. This coordinated advancement of integrated reform in the education, science and technology, and talent systems and mechanisms will facilitate their collaborative and unified development,breaking the constraints of the education, science and technology, and talent systems and mechanisms on the development of new productive forces, and continuously injecting strong momentum into enhancing the overall efficiency of the national innovation system and advancing modernization in the Chinese style.更多还原
