【摘要】 近年来,我国实际利用外资出现持续回落的趋势,但这一现象并非真正的资本撤离。该趋势一方面反映出我国利用外资面临更为复杂的结构性困境,另一方面也说明外资利用处于一个转折期,是从以数量为导向转向以质量为导向,从被动应对外部压力转向主动适应国内转型需求。在全球投资环境趋紧、产业链加速重构的背景下,外资企业在我国的发展仍受到制度性行业壁垒与政策落实落差的制约。为此,我国应将实际利用外资与建设更高水平开放型经济新体制的战略要求结合起来,以制度保障与重塑服务体系为重点,实现对外资利用的系统性结构优化。通过构建共赢型投资机制,重塑外资信心;强化高端产业引资导向,实现引资质量提升;推进精细化开放试点,增强外资预期稳定性;完善制度传导与反馈机制,降低企业不确定性感知。更多还原

【Abstract】 In recent years, China has experienced a steady decline in the actual use of foreign direct investment(FDI). This trend does not signify a systemic withdrawal of foreign capital, but rather reflects the emergence of more complex structural challenges alongside a critical turning point in China’s FDI strategy. China is transitioning from a quantity-driven to a quality-oriented model, and from passively responding to external pressures to actively adapting to domestic transformation demands. Amid tightening global investment conditions and accelerated restructuring of global industrial chains, foreign enterprises operating in China continue to face institutional barriers in certain sectors and inconsistencies in policy implementation. To address these issues, China should align the actual use of FDI with the strategic goal of building a higher-standard open economy. This entails focusing on institutional safeguards and reshaping the service system to achieve systematic and structural optimization in FDI utilization. In addition, efforts should be made to restore investor confidence by establishing a mutually beneficial investment mechanism; raise the overall quality of investment by guiding foreign capital toward high-end industries; enhance the predictability of China’s investment environment by advancing more targeted and refined pilot initiatives; and reduce perceived uncertainty among foreign enterprises by improving institutional transmission and feedback mechanisms.更多还原
