【摘要】 环境设备配置不足已成为新时期畜禽养殖场(户)全面绿色转型的重要障碍。为了探究环境规制对畜禽养殖户追加环境设备投入行为的影响，文中基于四川省782份畜禽养殖户的微观调查数据，利用Heckman两阶段模型实证分析了环境规制对畜禽养殖户追加环境投入意愿与实际投入额度的影响。研究结果显示：1)环境规制对于养殖户环境设备追加投入意愿和投入额度均有显著的正向作用。2)环境规制对生猪养殖户以及中大型规模养殖户的作用较明显，而对于其他养殖类别的养殖户、小规模养殖户的作用效果不显著。3)累积投资与养殖场现有员工数量在“意愿-行为”的过程中作用效果发生明显变化。据此，建议政府应该加强对生猪养殖户和中大型规模养殖户环境规制的实施，“因地制宜”及时调整约束性政策，根据关键因素的变化精准满足不同时期养殖场(户)的政策需求，以加快畜牧业全面绿色转型。更多还原

【Abstract】 Environmental equipment inadequacy has emerged as a significant obstacle to the comprehensive green transformation of livestock and poultry farms in the new era. To explore the impact of environmental regulation on farmers’ willingness and amount of additional investment to environmental equipment, this study utilizes micro-survey data from 782 livestock and poultry farms in Sichuan Province and employs a Heckman two-stage model for empirical analysis. The findings reveal the followings: 1) Environmental regulation has a significant positive effect on farmers’ willingness and amount of additional investment to environmental equipment. 2) The impact of environmental regulation is more pronounced among hog farms and medium-to-large-scale farms, while its effect is less significant for other types of livestock farms and small-scale farms. 3) The roles of cumulative investment and the current number of employees on farms undergo noticeable changes during the transition from willingness to actual behavior. Based on these findings, the study recommends that the government should strengthen the implementation of environmental regulations for hog farmers and medium-to-large-scale farmers, adjust binding policies in a timely and "locally appropriate" manner, and precisely meet the policy needs of farms at different stages based on changes in key factors, in order to accelerate the comprehensive green transformation of the livestock industry.更多还原
