【摘要】 总体国家安全观是系统完整的国家安全理论体系和新时代国家安全工作的根本遵循，为新时代国家安全指引方向。总体国家安全观的关键是“总体”，在国家安全实践中贯彻“总体性”理念需要回答好三个具有逻辑递进关系的理论问题：国家安全状态的判断依据是什么？国家安全重点领域的设置标准是什么？统筹国家安全事务的实施路径是什么？研究发现，安全能力能否覆盖安全威胁强度是判断国家安全状态的依据，安全状态当期水平和变化趋势是设置国家安全重点领域的指标，明确统筹边界和分级分类施策是统筹国家安全事务的可行路径。在此基础上，可以得出国家安全实践的三点启示：在增加安全投入时应注重提高安全产出效率，避免陷入安全困境；统筹发展和安全应作为国家安全治理的首要原则；要从制度层面建立健全国家安全重点领域的动态调整机制。更多还原

【Abstract】 The holistic approach to national security is a systematic and complete theoretical system of national security and the fundamental guidelines for national security work in the new era. The key to the holistic approach to national security is holisticity, and to uphold holisticity in national security practice requires answering three logically progressive theoretical questions: What is the basis for judging the status of national security? What are the standards for setting up key areas of national security? What is the implementation path for striking a balance among national security afairs? This article finds out that whether a country’s security capacity can cope with the intensity of security threats is the basis for judging the status of national security; the current level and changing trend of the status of national security are the indicators for setting up key areas of national security; clarifying behavior boundaries and implementing tailored policies is a feasible path for striking a balance among national security afairs. On this basis, three inspirations can be drawn for national security practice: when increasing security investment, attention should be paid to improving the efficiency of security output to avoid security dilemmas; striking a balance between development and security should be the primary principle of national security governance; it is necessary to establish and improve a dynamic adjustment mechanism for key areas of national security at the institutional level.更多还原
