【Abstract】 This study systematically compares the seed market laws and regulations of major countries and regions worldwide, exploring their similarities and differences in quality control, market access, intellectual property protection, and market competition. The findings reveal that U.S. regulations emphasize liberalization and labeling systems to encourage market innovation; the European Union prioritizes strict quality supervision and market access mechanisms, though this may negatively impact genetic diversity. China’s legal framework focuses on quality assurance and germplasm resource protection, with gradual modernization reforms. India and African regions are enhancing market efficiency through regulatory adjustments and regional cooperation. The study also examines the crucial role of international organizations in regulatory harmonization and seed trade standardization. This research provides scientific support for optimizing regulatory frameworks, promoting fair competition, and fostering sustainable development in the seed market.更多还原
