【摘要】 为了贯彻落实《关于健全新时代志愿服务体系的意见》精神，探索志愿服务参与基层社会治理的有效路径，本文以吉林省志愿服务参与基层治理实践为例，从马克思市民社会理论视角出发，深入探究志愿服务在参与基层社会治理中面临的困境，如志愿服务参与基层社会治理的能动性不足、保障监督机制不完善、资源难以有效整合、缺乏专业知识和技能等。在此基础上，提出打造志愿服务品牌、完善相关体制机制建设、打造资源共享平台、加强自身能力建设等一系列改革方案，推进志愿服务有效参与基层社会治理，增强治理效果。更多还原

【Abstract】 In order to implement the spirit of the “Opinions on Improving the Voluntary Service System in the New Era”, we should think about the path of further development and innovation of voluntary service. Taking voluntary service in Jilin province as an example, this paper understands the experience of voluntary service in participating in grassroots social governance in Jilin province, and analyzes the difficulties faced by voluntary service in participating in grassroots social governance, such as the lack of initiative of voluntary service to participate in grassroots social governance, the imperfect guarantee and supervision mechanism, the difficulty in effective integration of resources, and the lack of professional knowledge and skills. On this basis, reform plans are proposed, such as building a volunteer service brand, improving the construction of relevant systems and mechanisms, building resource sharing platforms, and strengthening their own capacity building, so as to promote the effective participation of voluntary services in grassroots social governance and enhance the governance effect.更多还原
