基于我国PCT专利的创新效率特征及驱动要素研究

【摘要】 [目的/意义]本研究基于PCT专利数据开展创新效率研究,从PCT专利视角揭示科技创造活动的特征与规律,对于科学制定科技创新政策、优化资源配置、采取针对性措施提高科技创新能力具有重要的意义。[方法/过程]通过将数理统计、经济学模型以及回归模型等方法融合使用,从R&D经费投入和非经济投入等角度开展基于PCT专利的创新效率的研究,揭示我国创新效率的特征和驱动要素。[结果/结论]专利是国际贸易竞争的战略武器,是创新能力的重要标志。研究结果表明,低经济要素投入伴随高非经济要素投入是提高我国创新效率的未来发展趋势;我国创新效率的提升主要由规模效应主导,技术创新还有待加强;创新效率的驱动要素多样,驱动作用复杂。

【Abstract】 [Purpose/Significance] Based on PCT patent data, studies the innovation efficiency of PCT patents and reveals the nature and law of scientific and technological creation activities, which is of great significance for scientifically formulating scientific and technological innovation policies, optimizing resource allocation, and taking targeted measures to improve scientific and technological innovation capabilities. [Method/Process] Through the integration of mathematical statistics, economic models and regression models, the research on PCT patent innovation efficiency is carried out from the perspectives of R&D investment and non-economic investment, and the characteristics and driving factors of PCT patent innovation efficiency in China are revealed. [Result/Conclusion] PCT patents are strategic weapons of international trade competition and important indicators of innovation ability. The results show that low economic factor input accompanied by high non-economic factor input is the future development trend of PCT patent innovation efficiency in China. The improvement of China’s PCT patent innovation efficiency is mainly dominated by scale effect, and technological innovation needs to be strengthened. The driving factors of innovation efficiency are diverse, and the driving role is complex.
