人工智能背景下履行《禁止化学武器公约》的机遇与挑战

【摘要】 《关于禁止发展、生产、储存和使用化学武器及销毁此种武器的公约》(以下简称《公约》)是全面禁止和彻底销毁大规模杀伤性武器、并制定了完整现场视察制度的一个国际性军控条约,从事监控化学品(包括公约附表2、3化学品和特定有机化学品)生产、经营或使用的相关企业应严格履行《公约》。文章介绍了《公约》实施的目的,明晰了监控化学品企业所要履行的责任和义务。人工智能(AI)技术为履约工作带来了新机遇,例如AI技术制作禁化武宣传媒体、AI辅助海关监控化学品的识别判定、基于AI的远程国际视察等,但也给履约工作带来新挑战,例如AI加速毒剂的分子设计、AI实现剧毒品的无人生产、毒剂无人机运载等。

【Abstract】 “Convention on the prohibition of the development, production, stockpiling and use of chemical weapons and on their destruction”(hereinafter referred to as the “Convention”) is an international arms-control treaty on the complete prohibition and thorough destruction of a whole class of weapons of mass destruction, with strict inspection systems. Enterprises engaged in the production, operation or use of controlled chemicals(e.g, schedule 2 or 3 chemicals and discrete organic chemicals) should strictly comply with the “Convention”. This paper introduces the implementation purpose of the “Convention”, and clarifies the responsibilities and obligations that controlled chemical companies must fulfill. Artificial intelligence(AI) technology will bring new opportunities for compliance work, such as AI technology for producing media promoting the prohibition of chemical weapons, AI assisted customs monitoring of chemical identification and judgment, and AI based remote international inspections; also bring new challenges in fulfilling obligations, such as AI accelerating the molecular design of toxic agents, AI realizing unmanned production of highly toxic substances, and drone delivery of toxic agents.
