【Abstract】 Amid the continuous development of higher education and the increasingly diverse demands for library services, scientifically assessing the service support capacity of university libraries is crucial for enhancing service standards and quality.This study integrates the Delphi Method and the Analytic Hierarchy Process to construct a systematic and comprehensive evaluation framework to evaluate the service support capacity of university libraries from three dimensions: the foundational support layer, the service transformation layer, and the performance layer. Given the critical role of resource development indicators within the foundational support layer, the study further develops a refined evaluation system for library resource development and service support capacity. The framework has five main indicators: resource assurance, resource organization, resource acquisition, performance optimization, and special collections. Each main indicator is further divided into secondary and tertiary indicators to cover every aspect of resource development with precision and thoroughness. To ensure authentic and reliable data, the study uses multi-source data collection methods, such as questionnaires and data retrieval. It examines the resource development and service support capacity of six university libraries in Shaanxi Province over the past three years. Results show that all six libraries have actively advanced resource development through various effective measures. However, the study also finds that funding alone is not the decisive factor in determining a library’s service capacity, and simply increasing budgets does not necessarily improve service effectiveness. Therefore, it is important for libraries to adopt a scientific approach to resource development, set clear goals and prioritize key areas. Based on the developmental needs of university libraries in Shaanxi, the study gives targeted suggestions. First, it is important to establish a dynamic evaluation system. This system should incorporates emerging indicators and adjusts weights to match evolving service environments. Second, indicator weights should be adjusted according to institutional types to avoid resource misallocation and improve resource utilization effectiveness. Third, different evaluation methods should be combined. For example, combining big data analytics with user feedback to ensure objective and accurate evaluation results. This study aims to offer strong theoretical and practical guidance for improving service quality and achieving high-quality development in Shaanxi’s university libraries. It can help them improve their service quality, achieve high-quality development, thereby enhancing regional library service effectiveness and better meeting the information needs and service expectations of faculty and students.更多还原
