乡镇(街道)社工站专业服务评估的发展轨迹与逻辑演变——基于G市的个案研究
The Development Trajectory and Logical Evolution of Professional Service for Social Work Stations in Towns (Sub-Districts): A Case Study of City G
【摘要】 在国家社会服务购买与评估政策指引下,乡镇(街道)社工站专业服务评估受实证主义、建构主义等不同理论取向交融影响。作为个案研究对象的粤港澳大湾区G市,其乡镇(街道)社工站专业服务评估自2010年以来历时十余年的发展,经历了初始、分散、统一、优化与转型五个阶段,各阶段在评估目标、主体、内容和体系框架等方面存在共性和差异。专业服务评估的逻辑演变体现在语境、价值、工具三个层面。一是语境层面,体现为政府部门对社会工作专业从探索培育转为精细管理;二是价值层面,体现为评估体系导向从专业至上转为专业与行政双重驱动;三是工具层面,体现为评估数据采集手段从以定性方法为主转为由混合式评估主导。基于行政导向与技术理性的评估逻辑演变,乡镇(街道)社工站运行体系需对督导职能弱化及回归、服务短期任务式及破解、服务对象参与不足及应对、评估精细化的适度把控等问题进行反思。
【Abstract】 Under the guidance of the national social service purchase and evaluation policy, the professional service evaluation of social work stations in towns(sub-districts) across China has been shaped by the integration of various theoretical frameworks including positivism and constructivism. The professional service assessment of social work stations in towns(sub-districts) has undergone 14 years of development since 2010 in G city in the Guangdong Hong Kong Macao Greater Bay Area, which could be characterized into five distinct stages: initial, decentralized, unified, optimized, and transformed. Each stage exhibits both similarities and differences in terms of goals, subjects, content systems, and other aspects. The logical evolution of professional service evaluation is reflected in three levels of “context value tool”: First, ate the context level, the evolution reflects in the transition of government departments from exploration and cultivation to precise management of the social work profession; Second, at the value level, it illustrate a shift in the evaluation system from professional supremacy to a dual emphasis on both professional and administrative aspects; Third, at the tool level, the evolution is characterized by a change in data collection methods from from qualitative approaches to a hybrid evaluation model. Based on the logical evolution of administrative orientation and technological rationality, the operational framework of social work stations in towns(sub-districts) needs to address several critical issues, including the challenges of the alienation of supervisory functions, the prevalence of short-term task-oriented service styles, the weakening of service recipients’ participation, and the balancing of refined evaluation practices.
