【摘要】 民国时期发布的《公文程式》,是民国时期公文研究的重要材料。厘清《公文程式》源起和性质，对正确理解《公文程式》的性质地位，以及中国公文的现代化进程具有重要意义。采用历史研究法等方法，将民国时期《公文程式》的出现和多次修订置于近代社会大变革的历史背景下去观察，发现它萌芽于清末立宪运动，是与宪政相匹配的现代公文法规，也是现代公文知识初步形成的标志，梁启超则是这一制度和知识的重要传播者。他在清末宣传、推动君主立宪时，发表多篇文章，向民众宣传西方立宪政体公文副署制度、副署在立宪中的重要作用，以及与副署制度相匹配的现代公文知识，并推动制订公文程式规范公文的发布及副署。民国时期《公文程式》的要素与其学说高度吻合。更多还原

【Abstract】 The Gongwen Chengshi issued during the Republican period is an important source for the study of official documents in that era. Clarifying the origin and nature of Gongwen Chengshi is of great significance for correctly understanding its status and role, as well as the modernization process of official documents in China. Using historical research and other methods, this paper places the emergence and multiple revisions of Gongwen Chengshi in the context of the great social transformations of modern times. It finds that Gongwen Chengshi originated in the constitutional reform movement of the late Qing period. It was a modern regulation on official documents aligned with constitutionalism and a sign of the initial formation of modern document-related knowledge. Liang Qichao was an important disseminator of this system and knowledge. While promoting constitutional monarchy during the late Qing, he published several articles to introduce to the public the Western system of countersignatures in constitutional government, its importance, and the modern knowledge of official documents associated with the countersignature system. He also promoted the formulation of Gongwen Chengshi to standardize the issuance and countersignature of official documents. The elements of Gongwen Chengshi in the Republican period closely align with his theories.更多还原
