【摘要】 妥善处理政府和市场的关系是关乎我国经济发展的重要议题，财政治理在其中发挥着重要作用。本研究基于财政治理的视角，选取浙江省宁波市作为典型案例进行归纳式分析。研究发现，地方政府通过运用基本预算治理、特定预算治理、财政+金融治理，以及财政+国有资本治理等多样化工具，构建了适应当地社会经济基础的财政治理模式。该模式能够有效处理政府和市场的关系，实现发展和安全的双重目标。本文为全面系统地理解我国“有为政府”概念提供了重要的理论基础和研究框架，同时也为提高地方治理能力贡献了实践智慧。更多还原

【Abstract】 Properly managing the relationship between development and security is crucial for China’s economic development. This study examines Ningbo, Zhejiang Province, as a case study to explore local fiscal governance by an effective government. We propose a model of fiscal governance tailored to local socioeconomic conditions,employing diverse tools categorized into four areas: basic budget governance, specific budget governance, fiscal+financial governance, and fiscal+state capital governance. This model effectively balances government and market forces at local levels, achieving the dual goals of development and security. Our research provides a theoretical framework for comprehensively and systematically understanding the concept of "effective government" in China, while also contributing practical insights for enhancing local governance capabilities.更多还原
