【Abstract】 Against the backdrop of digital transformation, data integration has helped to promote zero-based budgeting. Through the "four horizontal and three vertical" approach, data integration facilitates the formation of an interconnected and mutually reinforcing organic network of government budgets to empower government zero-based budgeting. However, the data integration process also faces data, technical and institutional challenges.
