县域制造业产业链韧性评估与优化路径——以浙江金华为例

【摘要】 针对现有产业链韧性评估模型存在权重计算复杂、得分区分度不足等问题,以金华市为案例,构建MEREC-CoCoSo(基于准则去除效应赋权法-组合妥协解排序法)MCDA(多准则决策分析)模型,评估2018—2022年浙江金华市8个县(市、区)制造业产业链韧性。首先构建涵盖抗冲击、恢复与适应能力的评价指标体系;然后采用MEREC计算权重、CoCoSo计算得分;最后采用障碍度模型识别关键影响因素。结果表明:MEREC-CoCoSo模型排序结果与TOPSIS(逼近理想解排序法)、MABAC(多属性边界逼近区域比较法)等模型高度一致(相关系数最高达0.99),且区分度更优;金华市制造业产业链韧性整体呈波动上升趋势,但区域差异显著,永康、义乌、武义韧性较高,兰溪、浦江较低;产业规模、企业盈利能力与劳动力资源是主要制约因素。

【Abstract】 Existing models for assessing industrial chain resilience often suffer from complex weight calculations and insufficient score differentiation. To address these issues, Jinhua City was taken as a case and a MEREC-CoCoSo(method based on the removal effects of criteria-the combined compromise solution) MCDA(multi-criteria decision analysis) model was constructed to evaluate the resilience of the manufacturing industry chain in eight counties(cities, districts) of Jinhua from 2018 to 2022. Firstly, an evaluation index system covering impact resistance, recovery capacity, and adaptability was established. Then, the MEREC method was used to calculate objective weights, and the CoCoSo method is applied to obtain resilience scores. Finally, the obstacle degree model was employed to identify key influencing factors. The results indicate that the ranking results of the MEREC-CoCoSo model are highly consistent with classical MCDA models such as TOPSIS(technique for order preference by similarity to ideal solution) and MABAC(multi-attributive border approximation area comparison)(with a maximum correlation coefficient of 0.99) and exhibit better differentiation. The overall resilience of Jinhua’s manufacturing industry chain shows a fluctuating upward trend, but significant regional disparities exist, with Yongkang, Yiwu, and Wuyi having higher resilience, while Lanxi and Pujiang lag behind.Industrial scale, enterprise profitability, and labor resources are the primary constraints affecting resilience.
