福建地震预警网络扩展建设与安全防护策略研究

【摘要】 面向新时代防震减灾现代化建设需求，福建省地震预警网络在取得阶段性建设成效的基础上仍面临网络架构需要优化与安全防护薄弱等突出问题。该文首先深入剖析福建预警工程网络的现状，随后着重探讨福建地震预警网络扩展建设的内容。与此同时，针对福建地震预警网络所面临的多元安全威胁，创新性地提出一系列全面且系统的安全防护策略，包含网络安全分区分域管理、全方位审计机制构建、设备接入管理、安全设备的科学部署及完善网络安全管理制度等，旨在确保地震预警网络实现安全、可靠且高效的运行，为地震灾害防御能力的提升提供坚实支撑。更多还原

【Abstract】 Against the backdrop of modernization requirements for earthquake prevention and disaster reduction in the new era, the Fujian Earthquake Early Warning(EEW) network has achieved phased construction results while still facing prominent challenges,including suboptimal network architecture and insufficient security safeguards. This paper first conducts an in-depth analysis of the current state of Fujian’s EEW network, followed by a focused discussion on its expansion and upgrading strategies. Furthermore, in response to the multi-faceted cybersecurity threats confronting the network, we innovatively propose a comprehensive and systematic security protection framework. Key measures include: Zone-based network segmentation and hierarchical management, implementation of a multi-layered auditing mechanism, strict device access control and authentication, optimized deployment of security appliance, and refinement of cybersecurity governance policies. These strategies collectively ensure the secure, reliable, and high-performance operation of the EEW network, thereby strengthening regional seismic resilience.更多还原
