【摘要】 在气候危机、人工智能驱动的数字智能革命、社会结构转型与全球风险常态化叠加的背景下，传统以“预测—分区—控制”为主轴的现代主义规划范式正遭遇系统性失配：其将城市生命现象简化为物质空间表象、弱化人的主体性与社会性，割裂城市与生态系统的关系，忽视内生动力与权责结构配置，缺乏面向小颗粒度的大规模定量与智能支撑，并普遍重建设轻运维，难以保障城市的终生健康与繁荣。面对这一“范式危机”，提出并系统阐释“新规划”概念：将国土/城市空间视为高度耦合的“社会—生态—技术复合系统”，以多元协同价值为目标锚点，以适应性过程为基本逻辑，以数据智能与多元共治为关键支撑，构建“感知—分析—响应—学习”的闭环治理机制，推动规划从静态蓝图转向动态引导、从技术图纸转向行动协议与制度工具箱、从一次性编制转向持续运行与制度化学习。进一步给出新规划的概念边界、方法体系与实践路径，为国土空间规划、详细规划与城市更新等提供范式化方法。更多还原

【Abstract】 Against the backdrop of the climate crisis, the AI-driven digital intelligence revolution, social structural transformation, and the normalization of global risks, the traditional modernist planning paradigm, centered on "forecasting-zoningcontrol", is facing systemic misalignment. It reduces urban life to material spatial representations, weakens human agency and social relations, disconnects cities from ecosystems, ignores endogenous dynamics and responsibility allocation, lacks finegrained large-scale quantitative and intelligent support, and tends to prioritize construction over operation and maintenance, making it difficult to sustain the lifelong health and prosperity of cities. In response to this "paradigm crisis", we propose and systematically elaborate the concept of "New Planning". This approach views urban and national spatial systems as highly coupled social-ecological-technological composite systems, takes multidimensional collaborative value as its anchor, adaptive processes as its core logic, and data intelligence together with multi-stakeholder cogovernance as key supports. It establishes a closed-loop governance mechanism of "perception-analysis-response-learning", shifting planning from drafting static blueprints to delivering dynamic guidance, from producing technical drawings to facilitating action agreements through institutional toolkits, and from making one-time preparations to guiding continuous operation and institutionalized learning. Furthermore,we outline the conceptual boundaries, methodological framework, and practical pathways of New Planning, offering a paradigmatic methodology for national spatial planning, detailed planning, and urban regeneration.更多还原
