【摘要】 党的二十届四中全会明确了“十五五”时期国民经济和社会发展的战略方位、战略目标和战略任务,为我国未来五年社会经济发展提供了战略指南。“十五五”时期,我国社会经济发展面临的战略机遇和风险挑战并存,进入确保我国2035年基本实现社会主义现代化取得决定性进展的关键阶段。从历史方位来看,文明范式进入新阶段,产业革命进入新时代,世界科教中心转移出现新趋势。从发展形势来看,我国经济发展步入高质量发展阶段,人口发展转向“负增长”,城镇化发展迈向稳定期。从战略阶段来看,治理理念转向以人为本,发展模式转向提质增效,城乡关系转向融合共生。在此背景下,加快构建新发展格局应从培育新动力、激发新潜能、塑造新优势、优化新布局以及探索新模式等方面协同推进。具体而言,要以科技创新引领新质生产力发展,以强大的国内市场释放内需潜力,并以现代化产业体系筑牢强国根基,以内涵式发展优化城市空间格局,以深化改革引领发展模式转型,从而不断开创中国特色社会主义事业发展新局面。更多还原

【Abstract】 The Fourth Plenary Session of the 20 th Central Committee of the Communist Party of China has clarified the strategic orientation, objectives, and tasks for the national economic and social development during the 15 th Five-Year Plan period, providing a strategic guide for China’s socio-economic development over the next five years. The " 15 th Five-Year Plan" period is characterized by the coexistence of strategic opportunities and risk challenges, marking a critical phase for securing decisive progress in basically achieving socialist modernization by 2035. From a historical perspective, the civilizational paradigm has entered a new stage, the industrial revolution has ushered in a new era, and the shift of the global center for science and education is exhibiting new trends. In terms of development trends, China’s economy has transitioned into a stage of high-quality development, while its demographic trajectory has shifted to negative growth and urbanization is approaching a plateau of stability. From a strategic stage perspective, governance philosophy is shifting toward a people-centered approach, development models are transitioning toward qualitative improvement of existing assets, and relational structures are evolving toward urban-rural integration. In this context, accelerating the establishment of a new development pattern requires coordinated efforts in cultivating new drivers, unleashing new potentials,shaping new advantages, optimizing new layouts, and exploring new models. Specifically, it is essential to lead the development of new-quality productive forces with scientific and technological innovation, unleash domestic demand potential through a robust domestic market, strengthen the foundation for national rejuvenation with a modern industrial system, optimize urban spatial patterns through connotative development, and transform development models through deepened reforms, thereby continuously breaking new ground in the development of socialism with Chinese characteristics.更多还原
