“精明营建”的理论框架与实践路径——面向城市可持续发展目标
THEORETICAL FRAMEWORK AND PRACTICAL PATH OF “SMART PLANNING AND BUILDING”: ORIENTED TOWARDS THE SUSTAINABLE URBAN DEVELOPMENT GOALS
【摘要】 面对城市高质量发展新阶段与新挑战,提出“精明营建”理论框架,系统阐述城市可持续发展目标下的城市大型复杂工程营建模式与实践路径。首先,构建融合生态、经济、社会等维度的城市可持续决策框架,强调目标协同、动态优化与全生命周期的持续反馈迭代。围绕决策框架,进一步提出可持续营建模式,包含集约紧凑高效、空间结构优化与生态低碳韧性的营建方法与策略,以及“集约高效-安全韧性-绿色低碳”的关键技术,提出精准统筹、法定实施并构建协商平台的协同治理机制,以保障实施及后续运营和维护。其次,对广州琶洲中心商务区及南沙片区等实施项目展开实证研究,深入探讨了“精明营建”理论框架如何具体指导规划设计并转化为可操作的实施路径的问题。最后,论文提出从“自上而下理解城市,自下而上解决问题”的角度思考城市和展开实践,注重理论思辨与实践经验的紧密结合,旨在为促进城市更高质量、更有效率、更加包容的可持续发展提供理论支撑与实践参考。
【Abstract】 Facing the new phase and challenges of urban development characterized by “Enhancing Quality and Efficiency of Existing Assets”, this paper proposes a “Smart Planning and Building” theoretical framework for Urban Megaprojects. It systematically elaborates on the planning and design models and practical experience to meet the “Sustainable Urban Development Goals”. The main content unfolds across the following dimensions. First, urban full life cycle requires a sustainable urban governance framework that integrates ecological, economic, and social dimensions, emphasizing coordination, dynamic optimization, closed-loop feedback and decisionmaking mechanism. Based on the framework, it further proposes a sustainable planning and design model, which includes the methods focused on intensification, compactness, efficiency, and spatial structure optimization. It also needs the ecological, low-carbon, and urban resilience strategies. It outlines key technologies centered on “intensive efficiency, safety and resilience, and lowcarbon”, and proposes a collaborative governance mechanism featuring precise coordination, statutory implementation, and the establishment of negotiation platforms to ensure implementation and subsequent operation and maintenance. Second, it takes the practices of Guangzhou Pazhou CBD and Nansha District as the case study, delving into how the “Smart Planning and Building” theoretical framework specifically guides planning and design and translates into actionable implementation pathways. Finally, the paper suggests considering urban planning and design practice from the perspective of “understanding the city from top to bottom and solving problems from bottom to top”, emphasizing the integration of theoretical reflection and practical experience. It aims to provide theoretical support and practical reference for promoting higher-quality and more efficient and inclusive sustainable urban development.
