【摘要】 在生态文明与人民城市理念下，为推动国土空间治理现代化转型，迫切需要构建面向绿色治理的空间规划与用途管制协同机制。然而，当前二者协同存在事权配置冲突、规则体系失衡和程序设计失灵的突出问题。基于此，通过解析绿色治理、空间规划与用途管制的逻辑联结，提出“事权—规则—程序”的多维协同目标，构建了一个“三维度—三层次”的协同实施框架。以冀中南地区为例，围绕明晰事权界限、强化规则内容、创新程序制度，提出将绿色治理理念落地为具体空间管控行动的实践路径。研究以期为完善国土空间开发保护制度，推动国土空间治理体系与治理能力现代化提供理论参考与实践镜鉴。更多还原

【Abstract】 Under the concepts of ecological civilization and people-oriented city, there is an urgent need to establish a collaborative mechanism for spatial planning and use control aimed at green governance to promote the modernization transformation of territorial space governance. However, there are prominent issues with the current collaboration between the spatial planning and land use control, including conflicts in the allocation of authority, imbalances in the rule system, and failures in program design. Based on this, this paper proposes a multi-dimensional collaborative goal of "authority-rule-procedure " by analyzing the logical connection between green governance, spatial planning, and use control, and constructs a "three dimensional-three level" collaborative implementation framework. Taking the central and southern Hebei region as an example, focusing on clarifying the boundaries of authorities, strengthening the content of rules, and innovating procedural systems, this paper proposes a practical path for translating the concept of green governance into specific spatial control actions. The research aims to provide theoretical references and practical insights for improving the territorial space development and protection system and promoting the modernization of the territorial space governance system and governance capacity.更多还原
