【摘要】 在国土空间规划传导过程中，关于社区级公共服务设施的规划传导断裂问题凸显，社区级公共服务设施的空间保障遇阻。社区生活圈作为基本的城市治理单元，同时也是配置公共服务产品、满足居民品质生活的重要空间载体单元，承担着将宏观空间规划转化为微观人本场景的关键职能。一方面从社区公共服务设施规划传导逻辑断裂、空间保障机制缺失、刚弹约束机制协调不足等角度剖析了社区公共服务设施规划传导存在的问题；另一方面，从填补社区级公共服务规划传导断裂、划定与事权相协同的社区生活圈单元、差异化配置公共空间等方面提出社区级公共服务设施的空间保障措施。以烟台市为实证，解析国土空间规划目标、指标、功能向社区层级的传导逻辑，提出“层级穿透、空间转译、治理协同”的社区生活圈规划方法，为优化社区生活圈规划实施“最后一公里”提供理论和实践支持。更多还原

【Abstract】 In the process of transmitting national spatial planning,the problem of the planning transmission gap of community level public service facilities is prominent,and the spatial guarantee of community level public service facilities is hindered.The community life circle,as the basic unit of urban governance,is also an important spatial carrier unit for configuring public service products and meeting the quality of life of residents.It undertakes the key function of transforming macro spatial planning into micro humanistic scenarios.On the one hand,this article analyzes the problems in the transmission of community public service facility planning from the perspectives of logical rupture,lack of spatial guarantee mechanism,and insufficient coordination of rigid constraint mechanism;On the other hand,spatial security measures for community level public service facilities are proposed from the aspects of filling the gap in the transmission of community level public service planning,delineating community life circle units that are coordinated with responsibilities,and differentiating the allocation of public spaces.Taking Yantai City as an empirical study,this paper analyzes the transmission logic of national spatial planning goals,indicators,and functions to the community level,and proposes a community life circle planning method of"hierarchical penetration,spatial translation,and governance coordination",providing theoretical and practical support for optimizing the implementation of the"last mile"of community life circle planning.更多还原
