【摘要】 全域土地综合整治是推进“百千万工程”的重要抓手，是新型城镇化与乡村振兴高度同步化、深度融合化的重要战略。当前进入实施阶段普遍面临着资金需求大的实施难题，针对“全域土地综合整治规划如何高效获得政策性融资”这一命题，本文研究“规划—投融资”的协同机制，基于“规划—投融资”的全生命周期重点分析面向政策性融资的全域土地综合整治内在逻辑与需求特征。构建响应政策性融资的全域土地综合整治规划框架，探索市场化的实施路径，从而打通规划与投融资链条，促进规划业务与投资需求、金融产品的匹配，保障全域土地综合整治项目可融资、可落地、可持续。以期为其他类似地区全域土地综合整治实施方案获得政策性资金支持提供借鉴参考，实现乡村共富共美发展。更多还原

【Abstract】 Comprehensive land remediation is an important starting point for promoting the "High-Quality Development Project of Hundreds of Counties, Thousands of Towns, and Myriads of Villages" and an important strategy for the high synchronization and deep integration of new urbanization and rural revitalization. At present, the implementation stage is generally faced with the problem of large capital demand. Aiming at the proposition of how to efficiently apply policy financing for comprehensive land remediation planning, the coordination mechanism of "planning-investment and financing" is studied. Based on the whole life cycle of "planning-investment and financing", the internal logic and demand characteristics of comprehensive land remediation oriented to policy financing are analyzed. This study constructs a comprehensive land remediation planning framework in response to policy financing, and explore the implementation path of marketization, so as to open up the chain of planning and investment and financing, and promotes the matching of planning business with investment demand and financial products. Ensuring that the comprehensive land remediation project can be financed, landed and sustainable. The study aims to provide references for the implementation plan of comprehensive land remediation in other similar areas to apply policy financial support, and realize the development of rural common prosperity and common beauty.更多还原
