【摘要】 城市数字公共基础设施建设是“高效办成一件事”的先锋，数据要素则是其关键支撑。然而，学界对城市数字公共基础设施如何集聚数据要素资源并释放公共价值的作用机制缺乏回应。基于W市超大城市数字公共基础设施建设的实证调查，结合资源编排理论和动态能力理论，探究数据要素驱动市域数字社会治理与公共价值实现的生成逻辑、数据要素管理与公共价值创造的资源编排机制。城市数字公共基础设施建设通过数据要素赋能跨部门跨组织协作流程，强化数据资产关系以及促进信息交换等方式实现公共价值。然而，囿于数据要素感知动态性和数据资源配置复杂性，仍存在公共平台统筹能力不足、信息系统建设分散等显性治理难题。为此，政府应明晰数据主管部门的权责边界，从完善吸收反馈机制、响应匹配机制以及效率提升机制等方面助力城市数字治理效能提升。更多还原

【Abstract】 The construction of urban digital public infrastructure is essential for advancing Digital China.Data elements are vital to this infrastructure,yet the academic community has not adequately explored how these resources are collected and utilized to generate public value.This paper investigates the development of digital public infrastructure in W City,a megacity,using resource arrangement theory and dynamic capability theory.It analyzes how data elements drive digital social governance and public value creation,as well as the mechanisms for managing data resources effectively.Urban digital public infrastructure creates public value by fostering collaboration across departments and organizations,enhancing data asset relationships,and facilitating information exchange.However,challenges remain due to varying perceptions of data elements and complex resource allocation issues.Governance problems include inadequate overall planning for public platforms and fragmented information systems.To address these issues,the government should clarify the roles of data authorities,improve feedback mechanisms,enhance response capabilities,boost efficiency in urban digital governance,and promote a cohesive integration of digital social governance with public value realization.更多还原
