【摘要】 “双碳”目标导向下，我国将在较短时间内实现低碳转型升级，必将引发广泛的社会经济系统性变革。城市是低碳转型的重要载体，当前国内外城市低碳转型中出现了诸多与公正相关问题，降低了整体转型效率。在能源公正视角下，基于全球城市低碳转型相关研究态势的分析，从经济、社会、环境、制度四个维度探讨了转型中的公正问题，并关注转型中的“最少受惠者”,分析弱势群体、弱势行业以及弱势地区所受影响，最后围绕分配公正、识别公正、地区公正以及程序公正四个层面讨论了促进城市低碳转型的公正策略，以期推动全民主动参与低碳建设，进一步优化国家和地方低碳建设体系。更多还原

【Abstract】 Under the "dual carbon" target, China will achieve low-carbon transformation and upgrading in a relatively short period of time, which will certainly lead to extensive social and economic systemic changes. Cities are important carriers of low-carbon transition. At present, there are many issues related to justice in the low-carbon transition of cities at home and abroad, which hinder the efficiency of the transition. In this paper, under the perspective of energy justice, based on the analysis of the research situation related to the low-carbon transition of cities around the world, we discuss the justice issues in the transition in four dimensions: economic, social, environmental and institutional, and pay attention to the "least beneficiaries" in the transition, analyze the disadvantaged groups, disadvantaged industries and disadvantaged areas, and finally discuss justice strategies for promoting the low-carbon transition of cities in four dimensions: distributional justice, identification justice, regional justice and procedural justice, Finally, it discusses the justice strategies for promoting urban low-carbon transition in the four dimensions of distributional justice, identification justice, regional justice and procedural justice, with a view to promoting the participation of all people in low-carbon construction and further optimizing the national and local low-carbon construction systems.更多还原
