【摘要】 作为推动大数据发展战略和培育数据要素市场的重要举措，数据政策协同是激活数据要素潜能与释放数字创新活力的关键抓手。基于2011—2021年中国282个地级市面板数据，以公共数据开放平台和国家大数据综合试验区战略构造双政策协同赋能的准自然实验，采用双重机器学习模型系统考察数据政策对数字技术创新的协同效应及多维机制。研究表明:数据政策对策略性数字技术创新和实质性数字技术创新均具有明显的协同效应，且相比于单一政策，政策协同赋能的效果更好，该结论经过一系列稳健性检验后依然成立;数据政策协同不仅能直接推动数字技术创新，还可通过数字财政支出和投资基金引导的政府创新激励、数字创业支持和知识产权保护的市场环境培育、财经媒体报道和公众数字注意的社会数字关注等三种渠道间接助力数字技术创新;对于智慧型城市、财政供养压力较低城市以及商业信用环境较好城市，数据政策协同赋能数字技术创新的积极效果更明显。研究结论为地方政府统筹释放数据要素红利、深度挖掘多维政策统筹合力、加快数据驱动型创新发展提供了重要启示。更多还原

【Abstract】 As an important initiative to promote the big data development strategy and cultivate the data factor market,data policy synergy is a key leverfor activating the potential of data factors and release the vitality of digital innovation. Based on the panel data of 282 prefecture-level cities in China from 2011 to2021,this paper constructs a quasi-natural experiment of dual-policy synergistic empow erment based on the strategy of public data open platform and national big data comprehensive pilot zone,and systematically investigate the synergistic effect and multidimensional mechanism of data policy on digital technology innovation based on a dual machine learning model. The study reveals that data policies generate significant synergistic effects on both strategic and substantive digital technology innovation. Furthermore,policy synergy demonstrates superior efficacy compared to individual policy implementations-a conclusion that remains robust after a series of robustness tests. Data policy synergy not only directly promotes digital technology innovation,but also indirectly contributes to digital technology innovation through three channels,namely,government innovation incentives through digital fiscal expenditure and investment guidance funds,market environment cultivation through digital entrepreneurship support and intellectual property protection,and societal digital attention through financial media coverage and public digital attention. For smart cities,cities with lower pressure on fiscal provision and cities with better business credit environment,the positive effect of data policy synergy to empower digital technology innovation is more obvious. The research in this paper provides important insights for local governments to release the dividends of data elements in a coordinated manner,deeply explore the synergy of multi-dimensional policy coordination,and accelerate the development of data-driven innovation.更多还原
