【摘要】 本文以习近平总书记关于残疾人是推进中国式现代化的重要力量的重要论述为根本遵循，深入学习阐释党的二十届四中全会精神，展望“十五五”时期残疾人职业教育与服务保障体系高质量发展的实现路径。当前，我国残疾人传统职业教育供给与人力资源市场需求之间仍存在结构性错配，残疾人职业教育与服务保障体系高质量发展依然存在困境。为颠覆性破解上述难题，需在关注残疾人精神需求、开发残疾人人力资源的基础上，扎实推进“平等、融合、共享”的价值导向在残疾人人力资源建设中落地见效。面向“十五五”时期，建议着力推动职业教育体系转型升级、提升残疾人人力资源价值创造力，同步推进服务保障体系高质量发展、激发残疾人内生发展动力，这将有助于探索形成残疾人职业教育与服务保障协同发展的有效路径，关爱残疾人生命成长，推动残疾人事业发展。更多还原

【Abstract】 Fundamentally guided by General Secretary Xi Jinping’s important exposition on persons with disabilities being a significant force in advancing Chinese-style modernization, this paper delves into and elucidates the spirit of the fourth plenary session of the 20 th Central Committee of the Communist Party of China, and looks ahead to the pathways for achieving high-quality development in the vocational education and service support systems for persons with disabilities during the 15 th Five-Year Plan period. Currently, a structural mismatch exists between the traditional supply of vocational education for persons with disabilities and the demands of the human resources market, and challenges remain in pursuing high-quality development of the vocational education and service support systems for persons with disabilities. To fundamentally address these issues, it is necessary to focus on the spiritual needs of persons with disabilities and the development of human resources for this group, then based on this, to solidly promote the practice of the value orientation of “equality, inclusion and sharing” in the development of human resources for this group, ensuring that it truly materializes. Looking ahead to the 15 th Five-Year Plan period, it is recommended to vigorously promote the transformation and upgrading of the vocational education system, and enhance the value-creating capacity of human resources for persons with disabilities. Simultaneously, efforts should be made to advance the high-quality development of the service support system, and stimulate the internal drive for development among persons with disabilities.
