【摘要】 基于TOE框架，运用模糊集定性比较分析法（fsQCA），对31个省份的数字政府建设绩效进行分析，探究影响数字政府建设绩效的关键因素。研究发现：技术、组织和环境三个维度中的任何一个变量均无法单独构成影响数字政府建设绩效的必要条件，凸显了数字政府建设的复杂性和协同性。通过条件组态分析，得到了三种影响数字政府建设绩效的路径：一是以数字基础设施和组织领导为核心、公民需求压力为补充的全面协同型；二是由技术管理、组织领导和财政资源共同作用的组织—技术型；三是以数字基础设施为核心，技术管理和公民需求压力为补充的技术—环境型。这些发现为揭示数字政府构建过程中的行为模式和驱动机制提供了有益的理论支持，并为我国数字政府的进一步发展提供了实践启示和建议。更多还原

【Abstract】 Based on the TOE framework, this study employs the Fuzzy-set Qualitative Comparative Analysis(fsQCA) method to conduct a fuzzy-set qualitative comparative analysis of the digital government construction performance of 31 provinces, aiming to explore the key factors influencing the construction performance of digital governments. The study found that any variable in the three dimensions of technology,organization and environment cannot constitute a necessary condition for affecting the performance of digital government construction alone, highlighting the complexity and synergy of digital government construction.Through conditional configuration analysis, three paths that affect the performance of digital government construction are obtained: one is the comprehensive synergy type with digital infrastructure and organizational leadership as the core and citizen demand pressure as the supplement; the second is the organization-technology type with the joint action of technology management, organizational leadership and financial resources; the third is the technology-environment type with digital infrastructure as the core and technology management and citizen demand pressure as the supplement. These findings provide useful theoretical support for revealing the behavioral patterns and driving mechanisms in the process of digital government construction, and provide practical inspiration and suggestions for the further development of digital government in my country.更多还原
