【摘要】 推进原始创新,本质是知识的增长和重新组合,关键要打通“知识—技术—产业”转化路径。其内在包含技术生成与组织建构两条线,不同主体间的互动促进知识创造和交互,推动知识创新的技术转化及产业应用。但这一过程存在长期与短期、公共与私人、社会与经济的张力,因而要发挥国家作用,强化国有企业作为战略科技力量的重要使命,建构一套良好的知识治理机制。以此理论框架考察,国有企业推进原始创新应服务于国家战略和产业实践的现实需要,以产业发展紧迫问题、科技创新前沿问题、人类社会共同问题为战略导向,有组织推进基础研究、有计划引领产业创新、有目标促进系统变革,推动关键核心技术基础原理、关键共性技术、公益性技术等知识生产。相应需要围绕知识创造、扩散和应用的治理机制,健全制度安排,精进主业原创能力,促进产业技术创新,加快创新成果转化。更多还原

【Abstract】 Radical innovation is driven by the expansion and recombination of knowledge;its core task is to open a seamless "knowledge technology industry" pathway.This trajectory simultaneously entails technological generation and organizational constitution,with heterogeneous actors interacting to create,exchange and convert knowledge into technical prototypes and,ultimately,industrial applications.Yet the process is structurally tension-laden—long-versus short-term,public versus private,social versus economic.The state must therefore intervene,repositioning state-owned enterprises(SOEs) as strategic agents of scientific and technological advance and erecting a robust knowledge-governance architecture.Guided by this framework,SOEs should orient basic research and innovation programs around three strategic foci:pressing industrial bottlenecks,frontiers of global science and technology,and challenges common to humanity.Organized basic research,planned industrial innovation and targeted systemic transformation should jointly propel knowledge production in fundamental principles of key-core technologies,generic enabling technologies and publicinterest technologies.Institutional arrangements must be refined to govern the creation,diffusion and application of knowledge,sharpening SOEs original innovation capabilities,accelerating industrial technology upgrading and shortening the translation cycle from laboratory to market.更多还原
