【摘要】 在构建全国统一大市场的背景下,公平竞争审查制度系统重构了地方政府与市场主体的互动逻辑。本文以公平竞争审查制度实施为准自然实验,基于2013—2022年超260万条政府采购合同微观数据,考察该制度对跨区域政府采购的影响。研究发现:(1)公平竞争审查制度显著提升跨区域采购比例;(2)公平竞争审查制度通过提升采购透明度,破除行政壁垒和规范招标行为三条渠道发挥作用;(3)异质性检验表明该效应在非国有经济发展程度较低和地区开放程度较低的地区更为显著;(4)进一步分析发现公平竞争审查制度增加了省际间政府采购合同数量,并在一定程度上缓解采购合同错配问题。本研究为完善公平竞争政策,优化政府采购治理及建设全国统一大市场提供微观证据与政策参考。更多还原

【Abstract】 Againat the backdrop of a unified national market,the Fair Competition Review System reconstructs the interplay legic of local government and market actors.Leveraging the implementation of the Fair Competition Review System as a quasi-natural experiment,this investigation systematically evaluates the influence on cross-regional government procurement using microdata encompassing over 2.6 million procurement contracts between 2013 and 2022.The results show that:(1) The Fair Competition Review System induced a significant expansion in cross-regional procurement incidence.(2) The mechanism operates through three distinct channels:enhancement of procurement transparency,abolition of administrative entry barriers,and standardization of tendering procedures.(3) Heterogeneity analysis reveals that this effect is more pronounced in regions with lower non-state sector shares and lower levels of regional openness.(4) Further analysis reveals that the system has promoted interprovincial government procurement and partially alleviated contract misallocation.This analysis furnishes both granular empirical evidence and actionable policy insights for refining competition frameworks,optimizing public procurement governance,and advancing the integration of national markets.更多还原
