【摘要】 区域发展正在成为发展型行政法的新基点和新领域。这一领域法的主要内容是在城市经济地理基础上，由政府为区域性产业集聚提供政策性支持，以实现经济增长的发展目标。在区域治理体制方面，根据经济区与行政区适当分离原则，以功能区治理为导向的新构造正在形成，粤港澳大湾区的区域合作平台治理体制为此提供了范例。在对政府措施合法性的行政法评价中，应提高经济合理性标准的权重，以加强政府决策内涵的经济客观性和市场适应度。在区域性规则的形成过程中，粤港澳大湾区通过规则衔接与机制对接，为在保留差异、发挥互补优势的前提下实现规则统一提供了路径。更多还原

【Abstract】 Regional development is becoming a new starting point and field for development-oriented administrative law. The main content of this field of law is that on the basis of urban economic geography, the government provides policy support for regional industrial agglomeration to achieve economic growth resulting from industrial agglomeration. In terms of regional governance systems, a new structure oriented towards functional area governance is taking shape in accordance with the principle of appropriate separation of economic zones and administrative zones, and the governance system of the regional cooperation platform of the Guangdong-Hong Kong-Macao Greater Bay Area provides an example. In the administrative law evaluation system for the legality of government measures, the role of raising the economic rationality standard is to enhance the economic objectivity and market adaptability of the connotation of government decisions.
