【摘要】 在国家政策的大力推动下，新疆阿勒泰地区凭借优异的冰雪资源禀赋，具备实现冰雪体育旅游高质量发展的潜力。通过分析阿勒泰地区冰雪体育旅游高质量发展的价值，发现其具有良好的经济效益、社会效益和环境效益；但目前，阿勒泰地区冰雪体育旅游发展面临地方资源开发有限、出行费用相对高昂、基础设施服务体系不完备、宣传营销水平不高、专业人才匮乏等问题。对此，提出冬夏双驱融合发展，资源转化提质增效；立体交通降低成本，快旅慢游优化体验；完善雪场服务配套，延伸消费提升体验；打造多维宣传矩阵，智慧赋能品牌效应；引才育才双重驱动，赋能冰雪创新发展等发展路径。通过以冰雪产业为核心驱动，努力打造冰雪体育旅游产业链，实现区域经济高质量发展，从而助力阿勒泰地区成为具有国际影响力的冰雪旅游目的地。更多还原

【Abstract】 Driven by strong national policies, Altay Prefecture in Xinjiang, leveraging its superior endowment of ice and snow resources, possesses the potential to achieve the high-quality development of ice and snow sports tourism. An analysis of the value of such high-quality development in Altay Prefecture reveals that it yields favorable economic, social, and environmental benefits. However, at present, the development of ice and snow sports tourism in Altay Prefecture faces several challenges, including limited local resource development, relatively high travel costs, an incomplete infrastructure and service system, low-level promotion and marketing, and a shortage of professional talents. In response to these issues, this paper proposes the following development paths, such as promoting integrated development driven by both winter and summer tourism to improve the quality and efficiency of resource conversion; building a three-dimensional transportation network to reduce costs and optimizing the travel experience through “fast travel and slow tourism”; improving the supporting services of ski resorts and extending consumption chains to enhance the tourist experience; creating a multi-dimensional promotion matrix and leveraging smart technologies to strengthen brand influence;and adopting a dualdriven approach of attracting and cultivating talents to empower the innovative development of the ice and snow industry.By taking the ice and snow industry as the core driver,efforts should be made to build an ice and snow sports tourism industrial chain,realize the high-quality development of the regional economy,and thereby help Altay Prefecture become an internationally influential ice and snow tourism destination.更多还原
