扩大体育消费内需的实现机制与现实进路——基于供给侧结构性改革与需求侧管理协同的视角

【摘要】 供给侧结构性改革与需求侧管理的协同并重,是新一轮全面提振体育消费、有效扩大体育消费内需的关键之举。运用文献资料法等研究方法,在辨析扩大体育消费内需的内涵基础上,从供给侧改革与需求侧管理协同的视角出发,分析了扩大体育消费内需的实现机制:以供给侧结构性改革为主线,通过产品端供给优化满足和匹配需求变化、体育空间创新激发消费新活力、有效的市场制度供给实现体育消费动能释放;以需求侧管理为配套,应对短期经济下行对体育消费需求总量的冲击、增强体育需求市场向消费市场转化的有效性、扩大体育消费群体的基本面;供需两侧协同发力,兼顾体育消费规模与结构升级。当前,扩大体育消费内需在供给侧面临的问题主要是增和减的矛盾,而在需求侧则存在扩和转的堵点且后者更加复杂、急迫。为深入扩大内需,进一步发挥体育消费在拉动经济内循环中的重要作用,供给侧结构性改革要以“增品种、提品质、创品牌”三品供给、体育消费场景新空间供给、完善市场环境的制度供给为主线,解决好居民“消费什么”“在哪消费”“敢于消费”的问题;需求侧管理要从居民体育消费支付能力提升机制、体育闲暇保障机制、消费观念引导机制、体育人口质量支撑机制等方面着手,打通居民“有能力消费”“有条件消费”“有意愿消费”“有技能消费”的堵点问题。

【Abstract】 The coordination between supply-side structural reform and demand-side management is crucial for comprehensively revitalizing sports consumption and effectively expanding domestic demand for sports consumption in a new round of economic development. By utilizing research methods such as literature review, and based on an analysis of the connotation of expanding domestic demand for sports consumption, this paper analyzes the realization mechanism of expanding domestic demand for sports consumption from the perspective of the coordination between supply-side reform and demand-side management. The mechanism includes: focusing on supply-side structural reform to meet and match demand changes through supply optimization at the product level, stimulating new consumption vitality through innovation in sports spaces, and realizing the release of sports consumption momentum through effective market institutional supply; supporting with demand-side management to cope with the impact of short-term economic downturns on the total demand for sports consumption, enhancing the effectiveness of transforming the sports demand market into a consumption market, and expanding the fundamentals of sports consumer groups; coordinating efforts on both the supply and demand sides to balance the scale and structural upgrading of sports consumption. Currently, the main challenge for expanding domestic demand for sports consumption on the supply side lies in the contradiction between increasing and decreasing supply; while on the demand side, there are blocks in expansion and transformation, with the latter being more complex and urgent. To further expand domestic demand and leverage the crucial role of sports consumption in driving the domestic economic cycle, supply-side structural reform should focus on increasing product varieties, enhancing product quality, creating brands, providing new spaces for sports consumption scenarios, and improving institutional supply for the market environment, thereby addressing issues related to what residents consume, where they consume, and whether they are confident to consume. Demand-side management should address barriers in residents’ ability to consume, conditions for consumption, willingness to consume, and skills for consumption by establishing mechanisms to enhance residents’ payment capacity for sports consumption, ensure leisure time for sports, guide consumption concepts, and support the quality of the sports population.
