【摘要】 从学理上总结和提炼北京2022年冬奥会和冬残奥会筹办和举办的成功经验，对创新大型体育赛事组织管理模式以及推动奥林匹克运动的改革具有重要意义。以北京2022年冬奥会场馆运行为研究对象，运用文献研究、访谈法、比较分析等研究方法，从赛事管理模式创新的视角，借助管理学的相关理论，探索场馆运行的理论和实践，全面展示冬奥会筹办、举办的场馆运行机制、关键技术和过程管理。研究认为，场馆运行具有复杂性、专业性、规范性、整体性等特点，场馆运行设计、运行计划和应急手册衍生的“一图一表一册”工具等关键技术有效地推动了赛会筹办和举办工作；战略与规划、检验与演练、统筹与就绪、组织与管理以及恢复与遗产的过程管理路径与实施策略，形成了根植于中国大地办赛的场馆运行模式。场馆运行赛事组织管理模式的创新为成功举办北京冬奥会，乃至奥林匹克运动发展作出重要贡献。更多还原

【Abstract】 To summarize and refine the successful experiences of the preparation and delivery of the Beijing 2022 Winter Olympics and Paralympics is of great significance for innovating the organization and management model of sports mega-events and promoting the reform of the Olympic Movement. Taking the venue operations of the Beijing 2022 Winter Olympic Games as the research object, this study explores the theory and practice of venue operations from the perspective of innovation in event management models. With the aid of relevant theories in management science and research methods such as literature interview, interviews, and comparative analysis, this paper fully displays the venue operation mechanisms, key technologies, and process management during the preparation, hosting, and post-event phases of the Winter Olympic Games. The findings suggest that the venue operations are characterized by complexity, professionalism, standardization, and integrity. Key technologies such as the venue operation design, operation plan and emergency manual embodied in the “one chart, one table, one manual” tools have effectively facilitated the preparation and delivery of the Games. The process management pathways and implementation strategies encompassing strategy and planning, test and rehearsal, coordination and readiness, organization and management, as well as restoration and legacies, have formed a venue operation model rooted in China’s context for hosting such events. The innovation in the organizational management model of venue operations for events has made significant contributions to the successful hosting of the Beijing Winter Olympic Games and even to the development of the Olympic Movement.更多还原
