【摘要】 加快推动科技成果转化应用，建设高水平技术交易市场，是突破关键核心技术领域“卡脖子”问题，实现科技高水平自立自强的有效路径。数字赋能技术市场能够促进技术要素跨时空流动。网上技术市场有助于降低交易成本、提高交易效率及规范平台交易标准。本文运用新制度经济学的制度变迁理论，基于“认知”“规范”和“制度”三维理论框架，分析浙江省网上技术市场二十年的制度变迁历程，包括公共政策逻辑、运行机制及市场交易主体、交易方式和交易机制互动形成的制度创新分析，揭示政府提供的公共政策在数字化背景下构建创新生态中的制度供给功能，即引导多元化主体参与、打造多场景交易方式、完善标准化交易制度，实现网上技术市场模式的重大变革。这一模式为地方政府提升数字治理能力、打造更有效的交易平台及营造更公平的市场环境，提供了理论指导与实践经验。展望未来，应进一步往市场化、数字化、法制化“三位一体”方向努力提升。更多还原

【Abstract】 This paper employs the institutional change theory from new institutional economics,using a threedimensional theoretical framework of “cognition--norms--institutions” to analyze the evolution of public policies and institutions in Zhejiang Province’s online technology market over the past two decades. It includes an analysis of public policy logic,operational mechanisms,and the interactions among market trading entities,trading methods,and trading mechanisms that have led to institutional innovations. The study reveals the role of government-provided public policies in constructing an innovative ecosystem in the context of digitization,namely,guiding the participation of diverse entities,creating multiscenario trading methods,and improving standardized trading institutions,thereby to achieve significant transformations in the online technology market model. This model provides theoretical guidance and practical experience for local governments to enhance digital governance capabilities,create more effective trading platforms,and foster a fairer market environment. Looking ahead,efforts should further focus on the integrated development of marketization,digitization,and legalization.更多还原
