【摘要】 目的：选取2016～2023年河南省医养结合政策文本为研究对象，研究分析政策文本内容的特征及不足，提出合理化建议，为完善河南省医养结合政策体系提供参考。方法：以政策工具为视角，结合参与主体维度构建二维分析框架，采用内容分析法对27个政策文本进行分析，得到有效编码172条。结果：政策工具结构不平衡，供给型政策工具占29%,需求型政策工具占8%,环境型政策工具占63%;参与主体分布不均衡，政府参与占61%,养老机构参与占8%,医疗卫生机构参与占16%,社会组织参与占12%,健康产业参与占3%。结论：河南省医养结合政策内容丰富、层次鲜明、目标清晰，但政策工具结构不平衡、参与主体分布不均衡，要优化政策工具间结构、协调各参与主体在政策工具中分布、加强各参与主体在各个政策工具中的交互协作，促进河南省医养结合政策发展。更多还原

【Abstract】 Objective To analyze the characteristics and shortcomings of the text content of medical and elderly care integration policy in Henan Province from 2016 to 2023, propose reasonable suggestions, and provide references for improving the policy system of the integration of medical and elderly care in Henan Province. Methods From the perspective of policy tools, and combined with the dimensions of participating entities, a two-dimensional analysis framework was constructed. Content analysis method was used to analyze 27 policy texts, and 172 effective codes were obtained. Results The structure of policy tools was imbalanced, in which the supply-based policy tools, demand-based policy tools and environmental policy tools accounted for 29%, 8%, and 63%, respectively. The distribution of participants was uneven, in which the government, elderly care institutions, medical and health institutions, social organizations and health industry participation accounted for 61%, 8%, 16%, 12%, and 3%, respectively. Conclusion The policies for the integration of medical and nursing care in Henan Province had rich content, distinct levels, and clear objectives, but the structure of policy tools was imbalanced, and the distribution of participating entities was uneven. It is necessary to optimize the structure of policy tools, coordinate the distribution of various participating entities in policy tools, strengthen the interaction and cooperation of various participating entities in various policy tools, and promote the development of the policy for the integration of medical and nursing care in Henan Province.更多还原
