【摘要】 目的：调查了解公立医院管理干部对“监督的再监督”“职能监督”及两者间关系的认知情况，研究新形势下强化公立医院纪委“再监督”作用的工作机制。方法：通过文献研究、问卷调查等方法，对北京市属19所三级公立医院354名管理干部进行调查。结果：大多数被调查对象认为已建立“监督的再监督”工作机制(79.1%)，能充分发挥督促作用(86.72%)；53.67%的调查对象了解“职能监督”具体内容，66.67%认为职能部门能积极开展监督工作；仅有39.83%的调查对象了解“职能监督”与“再监督”间的关系。结论：应突出政治监督，发挥“再监督”正风肃纪反腐强大效能；强化岗位教育培训，促进管理干部队伍能力建设；完善基层监督体系，促进公立医院治理体系和治理能力现代化。更多还原

【Abstract】 Objective:To investigate the awareness of public hospital management cadres regarding "re-supervision","functional supervision",and the relationship between the two,and to study the mechanisms for enhancing the "re-supervision" role of public hospital discipline inspection committees under new circumstances.Methods:Through literature research and questionnaire surveys,354 management cadres from 19 Grade III public hospitals in Beijing were surveyed.Results:Most respondents believed that a "re-supervision" mechanism had been established (79.1%) and that it effectively played a supervisory role (86.72%);53.67% of respondents understood the specific content of "functional supervision",and 66.67% believed that functional departments actively conducted supervision;only 39.83% of respondents understood the relationship between "functional supervision" and "re-supervision".Conclusion:Political supervision should be emphasized to fully leverage the powerful anti-corruption effects of "re-supervision";strengthen job education and training to promote the capacity building of management cadres;and improve the grassroots supervision system to advance the modernization of public hospital governance systems and capabilities.更多还原
