中国海外耕地投资对东道国环境质量的影响及其传导机制

【摘要】 已有关于海外耕地投资对东道国环境质量影响的研究多以全球海外耕地投资为主体展开,对中国海外耕地投资在东道国所产生的环境影响则关注甚少。基于此,该研究选取2000—2021年中国海外耕地投资的41个东道国的面板数据,通过构建多重中介效应模型,采用偏差矫正的非参数百分位Bootstrap法和逐步回归法。从技术水平、经济规模和产业结构3个维度,实证检验中国海外耕地投资影响东道国环境质量的传导机制。研究发现:(1)中国海外耕地投资提升了东道国环境质量。每增加一个投资单位,东道国环境质量指数增长0.256~0.324。(2)产业结构和技术水平的作用机制显著,经济规模的作用机制不显著。每增加一个投资单位,中国海外耕地投资通过产业结构升级使环境质量指数下降0.072,通过技术水平提升使指数增加0.04,而直接效应可使指数增加0.284~0.397。(3)在提升东道国环境质量方面,中国海外耕地投资的直接效应贡献最大(108.7%~112.7%),技术水平的贡献度较弱(10.9%~15.9%),而产业结构升级的贡献度为负(-28.5%~-19.7%)。据此,从扩大海外耕地投资规模、加强国内外宣传以及鼓励海外耕地投资领域多元化等方面提出相关政策建议,以期为当前中国进一步扩大对外开放及兼顾环境治理提供实证支撑和理论依据。

【Abstract】 Studies on the impact of overseas farmland investment on host countries’ environmental quality have primarily focused on global overseas farmland investment, with limited attention paid to the environmental impact of China’s investment in particular. Based on panel data from 41 host countries of China’s overseas farmland investment from 2000 to 2021, this study constructed a multiple mediating effect model and adopted the nonparametric percentile Bootstrap method of bias correction and the stepwise regression method.The transmission mechanisms of China’s overseas farmland investment affecting host countries’ environmental quality were empirically examined through three dimensions: technological level, economic scale, and industrial structure. It was found that:(1) China’s overseas farmland investment improved host countries’ environmental quality. For each additional unit of investment, host countries’ environmental quality index increased by 0.256 to 0.324.(2) The mechanisms of industrial structure and technological level were significant,and the mechanism of economic scale was not significant. For each additional unit of investment, China’s overseas farmland investment decreased the environmental quality index by 0.072 through industrial structure upgrading, increased the index by 0.04 through technological upgrading, and increased the index by 0.284 to 0.397 through the direct effect.(3) In terms of upgrading the environmental quality of host countries, the direct effect of China’s overseas farmland investment contributed the most(108.7% to 112.7%), the contribution of technological level was relatively weak(10.9% to 15.9%), and the contribution of industrial structure upgrading was negative(-28.5%to-19.7%). Accordingly, relevant policy recommendations are proposed to upgrade the scale of overseas farmland investment, strengthen domestic and international publicity, and promote diversification of overseas farmland investment sectors. These recommendations aim to provide empirical support and a theoretical foundation for China to advance its opening-up policy while simultaneously taking into account environmental governance.
