【摘要】 以各省份知识产权融资的政策文本为研究样本，基于政策措施、政策力度以及政策目标三维度构建了相应的知识产权融资政策的测量体系，并对政策效应进行实证检验。研究表明，政策的数量和效力逐年增加，而且政策的发布层级更加趋近于省级部门机构，但知识产权融资专门政策文件较少，各省份的政策效力存在差异，平均效力在整体趋势上有下降趋势，政策效力对知识产权融资数量呈现出显著性的正向相关。更多还原

【Abstract】 This paper takes policy texts on intellectual property financing in various provinces as research samples, constructs a measurement system for corresponding intellectual property financing policies based on the three-dimensional dimensions of policy measures, policy strength, and policy objectives. Research has shown that the number and effectiveness of policies are increasing year by year, and the level of policy issuance is closer to provincial departmental institutions. However, there are fewer specialized policy documents on intellectual property financing, and there are differences in policy effectiveness among provinces. The average effectiveness shows a downward trend overall, and policy effectiveness shows a significant positive correlation with the number of intellectual property financing.更多还原
