基于灰色聚类评估和OWA算子的厦门市公路工程项目绿色施工评价研究
Study on green construction evaluation of highway project in Xiamen City based on grey cluster evaluation and OWA operator
【摘要】 “双碳”目标背景下绿色低碳公路建设仍存在决策缺少定量数据支撑、低碳循环利用水平低、制度保障措施不健全等一些问题。结合厦门区域的气候、资源和社会经济发展水平等特点,制定包括“四节一保”、人员健康安全等内容的厦门市绿色公路建设导则;建立一套符合本区域实际情况的公路工程项目绿色公路等级评价体系;基于灰色聚类评估和OWA算子等理论构建厦门市绿色公路等级评价模型。在此基础上,进行绿色公路量化等级评价。研究成果对于规范我国绿色公路的建设及管理具有重要的科学意义及应用价值。
【Abstract】 In recent years, the green and low-carbon development of the transport industry has made obvious achievements. The Ministry of Transport of the People’s Republic of China has successively issued a series of documents, however, under the background of“Double-carbon” target, there are still some problems such as lack of quantitative data support, low level of low-carbon cycle utilization, imperfect system guarantee measures, etc.. Based on the characteristics of climate, resources and social and economic development level in Xiamen City, the guidelines of green highway construction in Xiamen City were formulated. This paper establishes a set of green highway grade evaluation system of highway engineering project in accordance with the actual situation of the region, and constructs a grade evaluation model of green highway in Xiamen City based on the theories of grey clustering evaluation and OWA operator, on this basis, the green highway quantitative grade evaluation is carried out. The research results have important scientific significance and application value for the construction and management of green highway in China.
