【摘要】 [目的]分析苏州吴中区生态敏感区“多规合一”实用性村庄规划的开展情况、编制质量、实施困境，以满足地方政府监测村庄发展、检视规划有效性、服务规划管理的现实需求。[方法]文章运用实地走访与内业分析相结合的方法，采取“整体推进+抽样调查”工作组织形式，客观、全面地分析吴中区村庄规划工作的实际情况。[结果]生态敏感区村庄面临生态管控要求、多元化复垦整治、流量指标归还等多重挑战，村庄规划推进工作困难重重；村庄规划编制仅完成“规定性”动作，乡村振兴、高质量发展的核心问题并未解决；村庄规划与实施普遍存在脱节问题，规划效能未能充分发挥。[结论]洞察生态敏感地区实用性村庄规划编制实施的关键问题与矛盾症结，是保障国土生态安全和解决区域发展不均衡、促进乡村高质量发展与建设的有效途径。更多还原

【Abstract】 This research is intended to analyze the development, planning quality and implementation difficulties of " multi-planning integration " practical village planning in ecologically sensitive areas of Wuzhong district,Suzhou, so as to meet the practical needs of local governments to monitor village development, examine the effectiveness of planning, and serve planning management. By using the method of field visit and intra-industry analysis, the actual situation of village planning in Wuzhong district was analyzed objectively and comprehensively by adopting the organizational form of " overall promotion plus sampling survey ". The results were showed as follows. Villages in ecologically sensitive areas faced multiple challenges, such as ecological management and control requirements, diversification of land reclamation and remediation, and the return of flow indicators, which made it difficult to promote village planning. The preparation of village planning only completed the " prescriptive " action, and the core issues of rural revitalization and high-quality development had not been solved; village planning was out of touch with implementation, and planning efficiency had not been fully utilized. Therefore, it is an effective approach to ensure land ecological security, address regional development imbalances, and promote highquality rural development and construction by comprehensively understanding the key issues and contradictions in implementing " multiple planning integration " practical village planning in ecologically sensitive areas.更多还原
