核燃料元件研制设施核临界安全控制策略分析

【摘要】 核临界安全是核燃料循环系统特有的、核心的核安全问题。核临界安全风险是核燃料元件研制设施的重点风险,一旦管控失效将引发核临界事故,其事故后果将影响员工生命健康、社会舆论稳定和核事业发展,因此必须高度重视核临界安全控制。本文基于核燃料元件研制设施设计、建造和运行的工程实践,针对核临界安全风险管控重点和难点,从工程技术措施和行政管理措施两方面探讨、分析和总结了核燃料元件研制设施核临界安全风险控制策略。通过核临界安全控制策略的有效实施,核燃料元件研制过程中核临界安全风险得到了有效管控。

【Abstract】 The safety of nuclear criticality is a unique and core safety issue in the nuclear fuel cycle system. The safety risk of nuclear criticality, as the important risk in the nuclear fuel element development facility, will cause nuclear criticality accident once out of control. The consequences of nuclear criticality accident will affect the live and health of employees and the stability of public opinion as well as the development of nuclear industry, therefore high attention must be paid to the safety control of nuclear criticality. Based on the design, construction and operation experience of the nuclear fuel element development facility, in allusion to the key and difficult points of nuclear criticality safety risk control, safety risk control strategies for the nuclear fuel element development facility are discussed, analyzed and summarized from two aspects of engineering and administrative measures. Through the effective implementation of nuclear criticality safety control strategies, the safety risk of nuclear criticality is successfully controlled during the nuclear fuel element development.
