【摘要】 推进健康中国建设需要增强健康第一责任人意识，发展主动健康新格局。然而当前主动健康仍面临被动健康管理转换不充分、缺乏长期驱动机制等现实问题。本文从健康银行等项目实践出发，将健康储蓄理念引入主动健康管理，通过目标框架理论系统剖析了健康储蓄功能特征、长期健康动机驱动路径及主动健康长效机制形成路径，为丰富主动健康内涵与外延提供经验启示，同时提出丰富健康储蓄功能选择、适配居民健康保障需求、提高信息化应用水平与制定进阶策略等建议。更多还原

【Abstract】 Promoting the construction of a healthy China requires enhancing awareness of the primary responsibility for health and developing a new pattern of active health. However, active health currently faces practical issues such as insufficient transition from passive health management and a lack of long-term driving mechanisms. Starting from the practice of projects such as health banks, this article introduces the concept of health savings into active health management. Through the goal-framing theory, it systematically analyzes the functional characteristics of health savings,the long-term health motivation driving path, and the formation path of the long-term mechanism of active health. It provides empirical insights for enriching the connotation and extension of active health. At the same time, suggestions are put forward to enrich the selection of health savings functions, adapt to residents’ health security needs, improve the level of information technology application, and formulate progressive strategies.更多还原
