【Abstract】 The year 2024 marks the 75th anniversary of the founding of the People’s Republic of China and the 150th anniversary of special education in China in the form of schools. Based on the spirit of the Third Plenary Session of the 20th CPC Central Committee on summing up and applying the valuable experience of comprehensively deepening reform since the reform and opening up, especially in the new era as well as the “six insistences” that must be implemented to further deepen the reform in a comprehensive manner, this paper explains the theoretical characteristics of adhering to and developing the Marxist concept of human rights, the institutional characteristics of adhering to the leadership of the Communist Party of China(CPC), the characteristics of adhering to the road of independent reform and opening up, the characteristics of adhering to the strategy of coordinating and planning the special education and special operation, and the academic characteristics of adhering to the laws of education.更多还原
