【摘要】 应急产业作为应急管理工作的服务保障性产业，其健康发展不仅是有效应对各类安全风险的内在要求，也是提升应急管理能力的重要保障，更是推动经济高质量发展的题中应有之义。经过20余年的发展，我国应急产业取得了长足进步，但仍然面临市场失灵、技术创新能力不足以及产业体系不健全等问题，对进一步提升我国应急管理能力形成了一定阻碍。针对这些问题，要始终坚持问题导向，尊重市场运行规律，运用政策手段解决市场失灵问题；要深化应急管理体系改革，加强科技创新，以创新驱动应急产业发展，加强应急产业全生命周期规划，注重监测预警及风险防范产品及服务的研发和推广，为应急产业健康持续发展提供多方位保障。更多还原

【Abstract】 The emergency industry, as a foundation for emergency management work, is not only an inherent requirement for effective response to various safety risks, but also an important guarantee for improving emergency management capabilities.It is also a key to promoting high-quality economic development. After more than 20 years of development, China’s emergency industry has made significant progress, but still faces problems such as market failures, insufficient technological innovation capabilities, and a fragmented industrial system, which have posed certain obstacles to further enhancing China’s emergency management capabilities.
