【Abstract】 Since the 18th National Congress of the Communist Party of China(CPC), the CPC has been approaching the center of the world political party stage unprecedentedly. The booming development of the CPC’s party-to-party diplomacy, calls for a new theoretical perspective to exam. In order to understand how the CPC’s party-to-party diplomacy serves the major country diplomacy with Chinese characteristics, a framework of “putting forward the party-to-party diplomatic issues-spreading the issues through the party-to-party diplomatic channels-promoting the institutionalization of the party-to-party diplomatic agenda” has been constructed based on the perspective of agenda-setting theory. Under this perspective, CPC’s party-to-party diplomacy is an important channel of serving the country’s overall diplomacy to put forward issues, promoting the dissemination of issues by establishing party-to-party diplomatic mechanism, and participating in the international agenda-setting competition. Meanwhile, the CPC’s party-to-party diplomacy, is not only a systematic and holistic diplomatic process, but also a process that can be divided into several sequential and interrelated steps.更多还原
