【摘要】 生物安全关乎国家环境安全和社会稳定，是国家安全的重要组成部分。高校生物实验室是开展教育教学、科学研究和培养创新人才的基地，也是生物安全隐患与事故存在的高危场所。在阐述我国生物安全管理现状的基础上，围绕人的不安全行为和物的不安全状态展开对高校实验室生物安全管理问题的讨论与分析，提出我国高校实验室生物安全管理工作在组织架构、制度体系、教育培训、防护保障、环境保护、安全检查六个方面存在的问题。针对安全管理的不足，以国家的各项实验室生物安全管理规范、制度为依据，进一步提出相应的高校实验室生物安全发展对策，同时介绍了清华大学在实验室生物安全管理中的实践经验，以期为我国高校实验室生物安全工作提供安全管理思路。更多还原

【Abstract】 Biosafety is related to national environmental security and social stability, and is an important part of national security. College biological laboratory is a base for education and teaching, scientific research and training of innovative talents, and also a high-risk place for biosafety hazards and accidents. Based on the description of the current situation of biosafety management in China, this paper discusses the causes of biosafety management in university laboratories by focusing on the unsafe behavior of people and the unsafe state of objects, and puts forward the problems existing in the organizational structure, system system, education and training, protection and security, environmental protection and safety inspection of laboratory biosafety management in university laboratories in China. In view of the deficiencies and loopholes of safety management, based on the national standards and systems of laboratory biosafety management, this paper further puts forward the corresponding countermeasures for the development of laboratory biosafety in universities, and introduces the practical experience of Tsinghua University in laboratory biosafety management, in order to provide safety management ideas for China’s university laboratory biosafety work.更多还原
