城市石化区交通安全评估与应急管理路径研究

【摘要】 针对城市石化区交通安全评估和应急管理问题,以某城市港区为例,首先,认知石化区功能范围与交通供需关系;其次,从人、车、路、环境及管理层面对其交通系统安全性进行科学有效评估,发现突出问题和较大安全隐患、强化交通安全工作;最后,讨论危险化学品交通事件救援原则以及应急处理关键流程,总结提炼有关策略和路径,有助于合理防范紧急状况、突发事故,不断提升城市公共安全、生产安全治理与应急处置能力。

【Abstract】 Aiming at traffic safety assessment and emergency management in the urban petrochemical area, the port area of one city is taken as an example, firstly, the functional scope of petrochemical zones and traffic supply and demand is recognized. And then a scientific and effective safety evaluation of the traffic system is conducted from people, vehicles, roads,environment and management, exposing prominent problems and major hidden dangers to continuously strengthen traffic safety work and measures. Finally, the overall principles and objectives of hazardous chemical traffic incidents’ rescue are discussed with its key procedures for emergency treatment. Also, relevant strategies and paths are summarized and extracted,which can help to reasonably prevent emergencies and social hazards of sudden accidents, and improve urban public safety,production safety governance and emergency response capabilities continuously.
