【摘要】 社区是基层治理体系的基本单元，社区治理现代化是国家治理现代化的基础组成部分。随着城镇化的加速推进，各种新型社区应运而生。征地拆迁安置社区因其形成的特殊性，其治理面临更多挑战，需要创新治理机制。“微治理”通过微单元下沉细化、微服务精准设置、微管理有机结合和微诉求顺畅表达，提升了社区治理的回应性，实现了社区治理的精细化和精准化，人人有责、人人尽责、人人享有的社会治理共同体在“微治理”中逐步形成。“微治理”实践的有效展开源于党政力量协同推动、治理主体多维赋权、利益关联与约束监督及治理目标与治理行动互构。当前，由于社区治理行政化突出、基层治理主体权责不匹配、治理资源有限等因素的影响，“微治理”实践仍面临社区居委会能力不强、治理资源缺乏统筹、居民参与度不高等困境，需要从厘清政府和社区的治理职能、健全社区监督工作机制、完善社区工作人员激励机制、推进志愿组织规范化建设和提升居民参与积极性等方面深化社区“微治理”长效机制建设。更多还原

【Abstract】 Community is the fundamental unit of grassroots governance system, the modernization of community governance is a fundamental component of the modernization of national governance. There are arious new types of community emerged with the acceleration of urbanization and its governance faces more challenges and requires innovative governance mechanisms due to the unique nature of the resettlement community. Through the micro-unit sinks and refines, precise setting of microservices, organic combination of micro management and micro-appeal smooth expression, micro governance have improve responsiveness of community governance,achieved refinement and precision in governance, a social governance community is gradually formed where everyone has a responsibility, everyone fulfills their duties and everyone enjoys in “micro governance”. The effective implementation of micro governance practice stems from the leadership and promotion of party and government forces, multi dimensional empowerment governance subjects, interest linkage and constraint supervision and the mutual construction of governance objectives and governance action. In currently, due to the prominent administrative nature of community governance, mismatch of responsibilities of grassroots governance entities and the impact of limited governance resources and other factors, the practice of micro governance still face the problem of the community neighborhood committee lacks strong capabilities, lack of coordinated governance resources and low resident participation, need to clarify the governance functions of government and community, establish a sound working mechanism of supervision, improve the incentive mechanism for community workers, promote the standardized construction of volunteer organizations and stimulate residents’ participation enthusiasm and other aspects deepen the construction of long-term mechanisms for community micro governance.更多还原
