【摘要】 基层协商民主建设是提升基层治理现代化水平的重要举措。有质量、有成效的基层协商民主贯穿着深刻的责任政治逻辑。责任政治视角下的基层协商民主以构建负责任的基层协商民主为目标。第一，负责任的基层协商民主需要明确民主“解决问题”的实际功用，构建包容性、适应性的参与范围，体现责任中的“回应”关系；第二，负责任的基层协商民主需要多元协商主体负责任的参与、在协商全过程中保持具有公共精神的参与态度以及践行理性宽容的政治沟通；第三，负责任的基层协商民主需要“全过程监督”，以保障协商主体有效参与、协商过程契合民主规则、协商内容与结果始终符合人民期待。简言之，以责任政治推进基层协商民主，提供了以责任看待民主的视角，契合了中国协商民主建设的自主性内生性之路。更多还原

【Abstract】 The construction of grassroots consultative democracy is an important measure to enhance the level of grassroots governance modernization. High-quality and effective grassroots consultative democracy is underpinned by a profound logic of responsible politics. From the perspective of responsible politics,grassroots consultative democracy aims to create a responsible consultative democracy.First,a responsible grassroots consultative democracy requires a clear understanding of the practical function of democracy in "solving problems" establishing an inclusive and adaptive participation framework that reflects the "response" relationship inherent in responsibility.Second,a responsible grassroots consultative democracy necessitates responsible participation from diverse consultative entities,maintaining a public spirit throughout the entire consultation process,and engaging in rational and tolerant political communication.Third,a responsible grassroots consultative democracy needs "whole-process supervision" to ensure effective participation of consultative entities,adherence to democratic rules during the consultation process,and that the consultation content and results consistently meet the expectations of the people.In summary,promoting grassroots consultative democracy through responsible politics provides a perspective that views democracy through the lens of responsibility,aligning with the self-driven and endogenous path of China’s consultative democracy construction.更多还原
