【摘要】 舆情事件中，政府部门新闻发布与公文回应是引导化解重大舆情的关键环节与重要方式，其流程规范、制度体系历经政府、媒体与公众三者长期磨合已近规范化，但网络舆情应对是一项长期性、系统性工程，事关地方政府形象与公信力、社会公平正义与大局稳定，需着重关注。文章以近年来多起舆情事件应对典型案例为研究对象，梳理舆情事件中地方政府介入回应与公众解读之规律，发现舆情事件中公众对地方政府引导舆情走向当与不当之举的不同解读行为规律，包括共识与秩序、冲突与对话、消解与反拨等，总结并提出建立多元主体有机协同的舆情事件应对长效机制，即对“求真”与“务实”的坚守与运用。更多还原

【Abstract】 The study focuses on a number of typical cases of responding to public opinion events in recent years, in order to sort out the patterns of local government response and public interpretation in public opinion events. The research discovers different patterns of behavior in the public’s interpretation of local government’s appropriate and inappropriate responses of public opinion, including consensus and order, conflict and dialogue, resolution and backlash, etc. The article concludes that a long-term responding mechanism should be established through the organic coordination of multiple subjects, that is, the adherence and application of "seeking truth" and "pragmatism".更多还原
