【摘要】 隐私保护是数字治理中的重要议题，近年来也得到个人和组织越来越多的重视。基于信任理论和“机制”原理，从数字治理中隐私保护的相关概念和维度出发，构建起数字治理中隐私保护机制的理论框架。其中，技术、制度和文化环境是构成数字治理中隐私保护机制的核心要素，主要通过顶层设计机制、技术驱动机制、协同监管机制来发挥定向功能、驱动功能、调控功能，共同推动数字治理中隐私保护机制的有效运行。基于此，从机制视角分析数字治理中隐私保护的实践现状以及存在的主要问题，并提出完善隐私保护法律法规和制度体系、提升隐私保护技术能力和水平、凝聚隐私保护多元共治合力等优化路径。更多还原

【Abstract】 Privacy protection is an important issue in digital governance and has received increasing attention from individuals and organizations in recent years. Based on the theory of trust and the principle of “mechanism”, the theoretical framework of privacy protection mechanism in digital governance is constructed from the relevant concepts and dimensions of privacy protection in digital governance. Among them, technology, system and cultural environment are the core elements of the mechanism of privacy protection in digital governance, which mainly play the role of orientation, drive and regulation through the top-level design mechanism, technology-driven mechanism and collaborative regulatory mechanism, and jointly promote the effective operation of the mechanism of privacy protection in digital governance. From the perspective of the mechanism, we analyse the current situation of privacy protection in digital governance and the main problems that exist, and put forward the optimization paths of improving privacy protection laws, regulations and institutional system, upgrading the technical capacity and level of privacy protection, and cohesion of multi-dimensional co-governance and cooperation in privacy protection.更多还原
